Of course sails can and should stay. Remember, you need fuel to run your engine, and water-based distances in pixels are much greater than landbased. Sails are for one thing, boat motors for another.
I see them being used by the rich to zip from place to place a bit faster than anyone else can, or in emergencies, to catch up to some fleeing vessel / flee yourself.
The effect of the motors should be cumulative with the effect of sails.

Ya sails can stay, as they'd be cheaper to make than a motor.
Ever tried to make sails? And gotten all the cotton for it? I would much rather make an engine. It's all the raker sails that I've experienced trying to make, but even the square mainsail for smaller boats takes a little over 70 days to make, not including the iron and steel...I've done many calculations for it. (It may be worth noting that this proves that putting a sail on a smaller boat is in most cases a waste.)

I much rather use hemp than cotton for sails, it's more efficient. My calculations put it at about 4-5 yrs max, to stock up a Soarer with items need to make all sails and cabins... Alone. That's not that bad.
Oh, you're right, I should've mentioned the cost with hemp as well, which is more like 16 days for the square mainsail, which makes it worth going to another island to get hemp.
