I'll tell you who the 39 year old is.
Eldaros Sycolo , in some random-as-hell place. Just found out Polish people wiped out a place called Sanctuary (it is indeed a calm, soothing sanctuary in the middle of a forest), which has completely oblitterated English-colonization on that land. The only foot in the door that the English-speaking people had, has been destroyed, crushed.
So as this news reaches him (one of the two survivors told him), two Polish(?) people dock to his city!!! So yes, he is at a high risk.
Of course, the actual Polish army that attacked Sactuary was much larger I believe.

silly poles. I have yet to see one who wasnt an expert fighter. I think they culled out the weak, so that only experts who are much stronger than average spawn.

You're generalizing too much, Zanthos. Of course strong experts are more likely to become pirates, it's hard to survive in that job if you're neither. The average people are sitting in their towns farming for potatoes or what ever they happen to have, that's why you never run into them.

Anyway, i think it would be kind of cool if someone, somewhere, tried to create a super-race by wiping out all of the weaklings and inexpert fighters. You wouldn't need to kill them, if you just moved them to a different town or something. You could do it with a two location empire if everyone was really open about their skills and (more importantly) their strength.
