No, because currently you can only build those marks in the town square of locations, so you can't space them out more precisely ... You can either have (a) landmark(s) on a location or not, so either a black dot or not ...
Well even then, a simple binary communication is possible.
ex: Did the assasination go through or not? Dot for yes, no dot for no.
But this is kind of trivial, anyway. If people want to cheat, they can find other, much easier ways.
But regarding your post.. you're saying there is going to be a finite number of locations, with dots or not???
That's not what I interpreted by what you were saying. I thought you could create new towns in towns where there was nothing before, simply by walking there and making a location marker.
