Immortal bike riders

Whats the deal with being unable to attack or whisper to people on vehicles. My town was attacked and the first person there road in on a tandem bike. We couldn't attack the person, we tried to drag them off but couldn't get on the bike untill we figured out they had 60,000g of sand on the tandem and some meet. Anyone else having problems with characters on vehicles?
