Cannot build outside?

Cannot build outside?

This may have been discussed before, but I have a character in Akypor Mountains (west) and he tried to construct a stone table, but I got an error message saying that I have to build it in a building or room. Is this an error, because where one of my other characters is, in a completely different town, there's a stone table outside.
Was it for this my life I sought?

There are also ovens outside in some places. Many things used to be buildable outside, but now are not. Stone tables are apparently among them.
