A ringworld is different since both rims don't connect. If both rims would extend upward and inward to meet over your heads, you would have the internal doughnut scenario. Of course you would have to install artifical gravity generators to have a walk around the world in starbord-port direction (or you would have to brachiate in the inward facing section).

As an aside, I was playing Oblivion two days ago and managed to fall through the entire map, and end up on the plane of water underneath. I could look up and see the tree roots above me, and the towns. It was a kick ass way to get rid of the minotaurs chasing me at the time.
