Well, I'm not sure how the capital rule should apply here. On the one hand, it is "outside information". On the other hand, game mechanics are exempt from the capital rule in the sense that anything on the wiki is assumed to be common knowledge. If how machines work is common knowledge, and characters know the new information about a machine when that information changes, then is an upcoming change to how machines work also common knowledge?

The problem with advance notice is that people will game the system. If a change is for the better, people won't start new projects until the change is in place. If the change is a downgrade, people will make 80-day projects before the change.
The solution is to announce in advance that something will change, but not to give the details of the numbers until it happens. The only flaw is that sometimes it will be easy to guess the direction of the change. If the notice is a day or two in advance, it shouldn't be too much of a problem.

Well that sounds good. And the thing about setting up the 80 day project, the biggest change probably was the consumption rate, so they would still be stuck in a hole.
When you hope for something, you often believe in something. When you believe in something, you often have pride in it. Being proud often leads to a hating of some group.

I agree completely... keep it as quiet as possible for these kinds of

Yes and no.
When RD changes something it only effects things started after that point. Getting past projects changed too would take ProgD intervention and that's currently not a viable option.
