with the amount of iron tat would be needed it wouldn't be the sort of thing that one person alone could do anyway so it'd take a large group to get it done. if it was just another path upgrade above a highway then lot's of area's would build it just for the simple fact that they think it would make it faster to walk between location's which would be wrong.with a platform controlled by the town or company or what ever they could try and get something back for their investmet which would be quite large in the scheme of thing's and as to collecting fare's make it so we could drag people off the train. so everyone get's on knowing it cost's ?? of certain resources and if they don't pay up once ya moving you throw them from the train.

I would make it a road upgrade option - do the road upgrades need to be linear currently (I know they're implemented linearly ie. you need to upgrade the path to road, road to ... etc. ) but would it be possible to branch it so someone could build tracks without having to upgrade to expressway/freeway?
The only reason I suggest this is a) trains came around long before paved orads, let alone express ways. b) Train tracks would take a lot of resources so forcing everyone to put them in before being able to build another road upgrade would suck.
I don't see the need for adding platforms/stations in as a neccessity - if people want them they can build them....
ETA: It would be great if outher upgrades were made available - like a phone system/message system. You could upgrade the communications from location to location ie. start at Nothing -> Telegraph -> Party line (one location # that anyone can answer/use) -> Phones (People can build phones within a building - phone is assigned anumber) ... all would operate like a message box rather than real-time chat.
You could apply resources to the phone to use it. THe person who made the phone could have a key to collect resources/messages.

Well you do kinda need somewhere for the cars to unload because they're rather high off the ground, and somewhere for the trains to be maintained and stored when not in use. Personally I think it would be best if you could just start rail projects from locations with stations, and then extend the existing rails through towns. If a town doesn't have a station, it wouldn't really be a boarding stop for the trains.

I don't see your point the only thing I can get from your argument is that you wish to preprogram a way to extorte it. I think if you really want to stop people from using it then you will have to actually work at it and use force. and actively check to make sure people are not using your "investment"

Dude did you actually even do any research on trains and there history....They don't need a platform or station to up/download jack. Heck alot of midwest towns in the US never had a station to stop at. if the track didn't go right through town it made a stop as near to it as possible and drop the people right there on the ground along with any packages that might be need there. Heck if you were a farmer and were luck to actual keep your property you could actually get a train to stop at your property to deliver goods or pick up goods. Man do a little research or something because what you just said was almost insulting.

we got a really crappy looking station here in sydney aswell it only get used by about 5 people but they still keep it open and it has grass about 3 foot tall on it except near the lil bus shelter thing on it. atleast you can still smoke on that station but no guards to stop you

However, you'd be left with fast system of transport (not the fastest, but still competetive) that anyone could use. Just pay the agreed-upon fee to whoever's in charge and hop on. Passengers wouldn't even have access to the controls, so no one would have to deal with the trust issue involved in giving someone a lift or lending an employee a vehicle to go trade.
The train travels on a set path, requiring a couple of people to run it. It can't be stolen, obviously, and once one was built I imagine it would revolutionize trade and communication. Finally the average person can get in on fast travel without being fabulously wealthy first.
Plus we'd have train robbers! And hoboes!
