To steal Crosshairs idea:
Instead of hitting softer, think of it as hitting a less damaging area. Like the thigh as opposed to the head.

I just don't know if I want potential enemies thinking about my...thighs. It's kinda creepy.

But thighs, feet whatever. There is a difference between that and your head.

Hands and feet can be waved around quickly making them difficult targets, whereas your head and torso are not so mobile.
So what is the point of being able to target arms and legs when they will be the hardest things to hit and will do the least amount of damage?

You're not exactly going to miss while pointing a crossbow in someone's face if you're standing next to them.

Leaving it how it is works better, then if it's a bad hit you can roleplay the bolt hitting your arm or leg, if it's a good hit then you can clutch your stomach. Or if the person shooting would rather emote what area they shot at then do so.

Targetting body parts is only going to open up a whole can of worms of people saying "Oooh he shot me in the leg for 47% and yet i was still able to walk around" or "I was shot in the arm for 58% and i didn't drop half my stuff, we need to change this, i suggest we introduce long term injuries and scarring and broken bones and amputations and blah blah blah.....".
