Is IRC down or is it just me?
I keep timing out when I try to connect both through the link and through my mirc.

I wouldn't rely on the Java applet, it's very easy to get troubles with that.
Could you post here or PM me any messages that mIRC displays when you try to connect to gnug?
Double-check any firewall and anti-virus settings (McAfee/Norton can be set to block any IRC access, even if you don't have a firewall) They're the usual culprits
gnug doesn't ban people with non-static IPs, thankfully, as very few people have static IP addresses.
It is possible that you service provider has been banned by gnug, this can happen if somone that has no static username, nick or IP is banned, and so banning the ISP is the only option. But I doubt that...

This is what I get with mIRC:
*connecting to irc.gnug.org (6667)
Unable to connect to server (connection timed out)
From the help files it says sometimes it does this if your ISP has been blocked or if the server doesn't accept non-static IP addresses.
[edit] I can connect to some other servers without problems so I don't think it's my norton firewall and my IE firewall is disabled.
