You're right that this was brought up as an issue by a federal panel of pessimists, the abreviation of which has slipped my mind. It is most certainly not the FDA, as they have nothing to do with anything about disasters of these sorts until afterwards, when the repurcussions might affect their scope. This is always to look at in hindsight, "Oh, so and so said that!" but its the logical management of these issues which is the true issue to be managed by the government. Unfortunately, from a fair skeptical standpoint, their priorities are sometimes distorted by other entities.
And it's not always the greatest thing to put blind trust in the government, maybe some faith, but when it comes to your life...they're not particularly interested in you unless someone of influence makes it important.
