Forum Conversion/Konwersja forum

Hopefully, someone can translate this for me.
The version of phpBB that this forum is running is junk. As I'm sure most of you know, posts made before May 2009 are no longer searchable. Those posts may as well be lost forever. This fact also makes the PD's job more difficult. We can't really reindex the search table, because the server host will time out the process. The easiest thing to to is to convert the forum to the latest phpBB version. I've used it, and I can tell you it's very nice, and has about 100X more administrative options than this version and expanded functionality for normal users. This makes us admins happy.
We could have done this six months ago, except for one problem: Special characters don't get converted. Since you're the language group that will be impacted the most by this, I'm asking for your opinions.
After conversion, the "special" characters will look weird in all old posts made on the previous version. This can be fixed manually for thread titles, etc, as they are supported just fine in the new version, they just don't convert correctly. Eventually, the old threads will all get buried and won't be readily apparent.
Adam, our forum guy, has tried researching this problem to no avail. There's always a possibility that someone can come up with a solution after the fact, but of course, there's no promising anything.
So, this is what my initial thoughts were (they are not set in stone by any means):
-- Conversion is absolutely necessary in order to keep the program current and restore the search function which is critical to the PD and other departments, like Personnel.
-- We convert the forum and use the old forum as a read-only archive with the correct encoding.
-- Major problems would be manually fixed (popular thread titles & forum titles).
-- If the problem is ever fixed and the special characters restored, the old forum is removed.
What are your thoughts?
