Well.. Two of my characters spawned near the same place, in a place I can't find food but one town.. Is it ok that I have two characters in the same town to collect food (One is working there the other just needs food to pass by) They won't meet, nor interact with each other, i just need food and my character who needs it read a map that it was the closest town for food

Plus he gots like a days worth of food left so he can't really move on to much farther.

Two is perfectly fine. As you say, it's often unavoidable.

If you force them not to meet it can be just as much a CRB... bringing 2 to the same town for food is not a problem... as long as they do not work together to achieve a common goal....

No, it's not a CRB to do that.
