An actual bug, or a CRB?

In Doryiskom. (sorry if this breaks the 4-day rule. There's nothing to affect anything else... and bottom to top, as usual)
1194-1: Starving man? says: "(OOC: It's the only Char that can't... I'd rather restart it somewhere else after it's been killed... + Anatole has it's pride and can't accept the food... life/pride. he would rather a mercy kill... Sorry if it sounds weird.)"

1194-1: Karanmir Lovell says: "*chuckles* Well said, Gracie. I'm sure you'll be fine... (ooc: if you cannot eat, report it to bugs@cantr.net, don't ask to have your character killed...)"

1194-1: Gracie Powers says: "Nonsense. *smiles* There you go."

1194-1: You see Gracie Powers give some carrots to a man in his twenties.

1194-1: Starving Man? says: "I have a favor to ask of you all... I'm unable to eat or collect food... (OOC: REALLY unable...) I'm afraid to die of starvation. It sounds so horrible. Can someone please 'turn my lights off'?"

Now is this an actual bug, or just someone trying to be clever and kill his character for a new one?

There appears to be nothing wrong with the char... though he ain't carrying any food...

Could someone from PD have a word with him? I don't have a problem with him pretending to be unable to eat, but using ooc to claim a bug and using that to try and be killed? Sounds like a fairly serious CR breach.
