possible vengeful moron

Several days ago a man named Shadow Heart was killed in Seatown Lakeside (he was first attacked for refusing to introduce himself, and then when he woke up and started carrying on about how he'd already given his name he was asked to leave, only he made the poor decision of threatening us with the Rangers before taking off...).
Then, a couple of days later another man named Capt John shows up and says he needs a report of any recent murders, but then he leaves when asked to explain why.
Well, okay, nothing overly suspicious about that, except that when I go to Seatown Garden a few days later I see a note has been left there, talking about a man named John who reported that people were chased down and killed in Seatown Lakeside, even when they'd already repeatedly given their names. The note also said this 'John' had decided to go to the Rangers for help.
I don't know, when all the details are added up it just sounds like a skewed description of Shadow Heart's killing, and a little too suspicious to be a coincidence to me; especially considering the fact that Capt John was only in town for an hour or so, and therefore couldn't have witnessed anyone being killed in the first place.
