Here's the situation: Is it allowed for someone to say something, even if it's OOC, in game that might affect peoples' decisions in game?

You can`t tell people information ooc in game that might affect their decisions in game because once that information`s out there it`s very hard for them not to use it IC. I try ti be vague even here so as to not influcence in an OOC way.
There is so much I'd like to say about something about that general area the area is so interesting.

It would be best if people just didn't say anything like that that they don't know IC, saying something like that OOC just screws people up, especially the ones without the experience to know to ignore it.

Saying things like this, I would consider a breach of the capital rule. It is not something what can really disturb game play, so it is not really serious. But you are using info (which wasn't available to that char (and probably that player) what can influence someones character and roleplay and therefore people should refrain from giving this kind of information.
