OOC Capital rule breach in Kwor?

Here's the situation: Is it allowed for someone to say something, even if it's OOC, in game that might affect peoples' decisions in game?
See below: (sorry i didn't flip it, it's still bottom-up)

588-3: You say: "ooc: No, you`re wrong. You can`t tell people information ooc in game that might affect their decisions in game because once that information`s out there it`s very hard for them not to use it IC. Even if you know there`s no wood in Kwor Forest, there`s no cause to be telling people that OOC ingame. Just because you put OOC at the beginning doesn`t mean it`s not breaking the CR. "

588-3: H***** says: "OOC: when i say it in this mode it is not breaking the capital rule. but when you talk about something thats was spokin in OOC in IC you broke the rule. I didn`t "

588-3: You say: "ooc: about my `no wood in the forest` remark. Unless someone went to the forest and told H****; she shouldn`t know that there`s no wood there. But if someone did tell her, it`s perfectly fine for her to tell us IC so i responded IC. H***, how did you know there is no wood in the forest? If this is something your character didn`t find out herself or had told to her by someone here, you just broke the Capital Rule by telling us there`s no wood there. :-)"

588-1: R****** says: "[my char] what are you talking about. why did you just say that. OOC: when you respon about a thing said in OOC: you have to have it in OOC:"

588-1: You say: "There is no wood in the forest? That`s like saying there`s no air in the sky, no rocks in the mountains. You`re kidding, right?"

588-1: ******* says: "OOC: there is no wood in the forest just healing food."

It would be best if people just didn't say anything like that that they don't know IC, saying something like that OOC just screws people up, especially the ones without the experience to know to ignore it.

Saying things like this, I would consider a breach of the capital rule. It is not something what can really disturb game play, so it is not really serious. But you are using info (which wasn't available to that char (and probably that player) what can influence someones character and roleplay and therefore people should refrain from giving this kind of information.

Was re-reading old ones; innit ironic that the person to whom I was referring was Haily Blerks?
