Notebomber in Klojt

There's a guy in Klojt Jail who needs at least the character, if not account, locked and a stern talking to. It has been established that notebombing is disruptive behavior.
This is what he calls himself:
4952-5.09: slap happy says: "I am Lord Voltronyx the Evil Overseer of Realms."
It doesn't really matter what he did to get in jail but the notebombing needs to stop. I'm not picking up those notes but someone will have to clean up after and the more he stays unlocked, the more work there will be.
Edit: He calmed down and the duplicates could be removed with the remove duplicates button, so crisis averted. Is note bombing still considered disruptive behavior or was that just before the remove duplicated button was implemented?
