Can someone tell this guy called "Paul" in Nederheuvel to stop ignoring the capital rule and all other rules and everything? >_>;;

It's a place west from Snavirn. We treated him like some kind of idiot for now, and also tried to explain him in OoC that what he's doing isn't allowed.
