A man spawned in a location claiming that he had lived already and that he was "reborn" as a punishment Don't know if this is technically a CRB but I wanted to check

It is, at least if he recalls any details of the past life. If he's making them up then that's okay, but if he's actually using information gathered by a previous character then that's a breach.

Much like in real life, the dude is just nuts (but might get a following, much like in real life). Unless he says things that are factually true, in which case, he's decidedly CRBing, which is why that doesn't happen in real life
