i think, for eg there shoulb be a dismantling skill as there is a burrying one. also, there might be a trigger for nespawns to not vnadalize a city by trying dismantle everything, is that a building could be dismantled only from interior, it means you have to step in to it, which in normal cities is prohibided by laws or by locks... and if there is s u a problem, that you have lost nor have a key, you could smash the lock, and then start the dismantleing... what do you think ?

I haven´t realized that. It is much easier to break the lock and dismantle a building than destroy the building (if you have the right tools). Then there is not purpose for destroying...

IMO, it is the same skill that for building. And I would remove the burying skill and leave it as digging.

IMO, as I have said, the dismantling would need the keys of the building/room to be dismantled (if it is locked) and the needed tools.
If a building is open (non-locked or without a lock), the only hindrance for the vandal would be the tools needed.
I think this is rather reasonable, and do not see any drawback.
Remember that...
"carefully" dismantling a house (for resources, for the sake of annoying someone, or due to a mistake) will require around the same amount of days than building it up.
The destroying action (attaking the building with proper weapons/machines) would be the only way of destroying a whole building (together with its rooms and sub-rooms) without starting a new dismantling project for each of the rooms.
The drawback of this system: the attacker won't get all the resources that he could earn by dismanlting.
BTW, thinking in this subject, the dismantling could be just that, without distingishing between wanted (friendly, you have the keys) and unwanted (you haven't the keys of the building to be dismantled, but have the tools).
Thus:
- Destroying: from outside, fast, all the building at once, strong (expensive) weapons or machines required, recovering few resources from the resulting ruins*.
- Dismantling: from outside, slow, only one room/building at once (being empty of more rooms inside), propeer tools required (hammers, sledgehammers, crowbar...), recovering rather resources from the ruins*.
(*) The time required for destructing/dismantling being proportional to the mean time for getting that resources from normal gathering projects.
