Okay, this couldn't be implemented until after the whole project weight and cancelable projects thing goes through, but suggesting it now seems like a good idea.

Be able to work on a project if it has any resources in it, but have the grogress not be able to pass the percentage of the percentage of resources added to the project. For example, If a stone extention had 8000 of the 10000 grams of stone required, it could be built up to 80% finished. "Useing" materials as you go.
As a drawback, when canceling this sort of project, either have only a fraction of the "used" resources returned, and/or have the "used" resources returned as an item that needs to be reclaimed as a seperate project before reuse.
Once this is done, then really any project (including farming and repairs) could be canceled, giving a related percentage back.
