I see the location screen in land vehicles is now showing a fuel gauge. Does that mean they will soon require fuel? If so, are we going to get an explanation of how this is going to work?

As announced, fuel consumption will be introduced next year.
To use fuel, simply put it into the engine. They will work just like any container. Every hour the car is moving, a few grams of the tanks contents will be removed. If the tank's empty you either have to push the car or refill the tank.

You get an error message when they are empty and would walking be faster then "pushing"?

Please, do not store anything in the engines before the usage is turned on, as they will be magically fueled soon.

Was that a question? You shouldn't get an error message (at least none of the big, red ones) and pushing should be about as fast as walking.
