I meant for gathering projects, those can be made cancelable in that manner without any problems.
For building things maybe something like (10-number of years since starting) number of hours to cancel and get 75% back?

ok better idea
dont allow anyone but the owner to cancel projects and if a project isnt worked on for so long send out some kind of warning note or message on the project info giving them a week to extend the time on there project because sometimes it does take a while for 1 project to get done when the resources for it are limited and ur on an island and have to wait for a ship to return with whatever it can carry =) i think that would work better than just deleting it after 60 days if its not done =)

So a project can't be cancelled by other character until the creator is dead.
Hmm.. that can be used to determine other character's death. For example: a sailor before starts a voyage begin a project (collecting etc.) and chief of settlement every one year tries to cancel the project. If he can it mean that sailor is dead.
