Pair of bronze scissors

I want to make bronze scissors, but I need file..steel file, I think it's not right and I don't need to explain why
can smth be done about this?

I guess RD could substitute the file in the bronze scissors with the small sharpening block (it can be made with bronze tools).
And maybe you could suggest a bronze file. I think it could be accepted (but I think it should have a very higher rot rate).

Bronze tools will not require iron or steel. We ran into this before when needing a work bench to make the bronze peen hammer. Something will be done, though the RD will have to decide what.
