Yes I do care about RP. I am a player before a RD member, so whatever gets implemented affects me as a player as well.
As long as everyone is in agreement with having this as a storage item, I can go ahead and see about moving it over to the RD forum for final disscussions. I will wait a day or two more and give everyone a chance to comment.

Since the programming department is nearly operational, I vote to at the very least turn it over to them so they can explore the possibility of putting notes in it (if it turns out to be impossible, que sera sera). Maybe even just one note. If it can't be limited to one note, then I'd vote to allow limited resource storage as well, but if it can be limited, I'd like to leave it at one note only.

Maybe have a "view locket" button if you're wearing/holding the locket. It wouldn't make sense for anyone to see what's inside.

I think it can work without any changes in code, maybe a small. We can use modification of noticeboard and container, like you say before. And it isn't problem to show read note button only from inventory.
This should be always open or can work like normal container, with key etc. ? I can't imagine my characters using crowbar to open locket

A key shouldn't be necessary. Now, if this were a diary or something, then I could see a lock and key, but not on a locket.

Ok, almost ready. Now title of note related with our locket can be visible in object inventory name (like noticeboard ). What about this title in name of locket - when we wearing it? Another player should see it, or they should see only short name: "Locket"?
