The most established note collector that I've seen is someone who came to Pok Harbour, started working on a random abandoned key copying project, then got offended and left because he was asked to give back the key. The most successful and only note collector I have played is someone who is now in a cottage somewhere making sinew string :D .

Partly, and also because of all the restrictions there were there. Right now he's busy sitting in a library doing nothing, wishing there were projects. Every now and then he'll wake up and go through another envelope.

The laws of Pok Harbour are actually quite relaxed, in practice. Most laws are only enforced if people act suspicious or there is news of trouble. Visitors are welcomed warmly, so I'm sorry that your character got that impression...
