PM spam again

The user alarent sent me two PMs, one only containing a link with strange letters (Áûëî èíòåðåñíî ïîñìîòðåòü, çàãëÿíè), leading to nebr.ru, the other with the subject "Hello ! =)" leading to megl.ru.

Same here, one today, one yesterday, except both of mine had gibberish. Can we not prevent new users from sending PM's without posting first?
