What about having a section that only shows up for people with less than 2 or 3 posts, and when posting there you get automaticly banned?
It would, of course, clearly show "Do not post here, it will get you banned!" in the title and description.

Spambots usually target the first section. So having this section at the top would stop a lot of spam.
