Do tools rot whether they're on the ground or being carried?
Although I believe ProgD were working on a way to remove even that safeguard...

They rot wherever they are, alshepro, unless they are in repair projects.

And the rot based on time, not per use. They per use code isn't in place yet, but the values are.
