Boat in harbour dockable?

Boat in harbour dockable?

I have the possibility to dock to a boat in an harbour. I am in a dinghy and the boat is a longboat, docked to a raker. The hour before the same longboat lighted up as a possibel docking place. But at that time the raker was on the shore (not dockable) nad the longboat docked directly to the harbour. The raker that now is in the harbour is not possible to dock to. Just the longboat.

Is this a bug or can someone tell me how the rules are in this case.

Docking will fail if the target is docked .

Timing of calculation of visible docking targets may mean that vessels are seen as docking targets but if they have subsequently moved too far away or docked then no docking can take place.
