Lock Picking error

In Blojt Forest West there is a lock picking project... about 87% complete.
"Picking lock no. 197411 at BFNWS- Blojt Van # 1"
The vehicle is no longer there, and it was begun some time ago now. Nor can anyone try to work on the project to get rid of it as it gives an error message.
Can this be removed?
