passing on roads

One of my characters was recently passed an envelope on the road between Kirinn Norfields and East Kol. Is this a glitch, because as fas as I know it is impossible to pass on roads.

I always thought it should be like that since you can write notes and envelopes while travelling.

Currently it is possible to pass objects if one of the characters is on a vehicle . As far as I know it's not possible under other circumstances

Hmmm...that was probably it. I can't see anyone else on the road right now...so thats probably it.

I've run into this recently, with a deaf character who uses notes. You can pass from a vehicle to a person, but if you're walking you can't pass. At least that's how it's been working for me.
