Possible skill deterioration bug

I've been writing down my character's skills when I find them out. One of my characters has been working on repairs practically non-stop for several days since there isn't anything else to do. I had marked him to be skillful. Now I happened to check how he's doing and it says efficiently. And as we know, efficient is worse than skillful. It's possible that I might have looked at the wrong character in the first place but not very likely.
With all logic, people should get better when using their skills, not worse. Skills might start rusting without usage but if it happens to someone practicing the skill in question practically all time, there has to be something wrong. I very much hope that the "something wrong" is in my eyes but you might want to check this out.
(The character in question is Keiran on CI Sea Maiden.)

I think there is a difference in repairing skills, between repairing tools and repairing weapons. That could be what it was.

This is the closest Thread I've found for this Problem;
I have a charcter that was skillful at attacking people, but he feel ill and his skill level reduced to Novice. I figured this was just me not resting when I should have ...
But Anther character, not mine this time. Was an expert at hurting people only a couple of days ago, and now he's awkward!!! This is a big reducion. HELP Please?
I can PM the details of the recent character if you like, (theres no way to check my character it was so long ago, and as far as the character considerned it was because for being sick ... RPs Well.)

And why am I great at hurting people, but with the same weapons I'm really bad at hurting animals?

Thats because there differnent skills. Taste for blood, ability to track etc.
But this is the same skill being reduced ... A Lot.

You do know that there is a different skill for hunting animals, then for hunting people, right? Skills cannot decrease in level, only increase.

I've looked further into this and there is no evidence of a bug in reported skill levels.
