If you're born in a town with multiple language groups, are you allowed to RP that you can speak both languages?
I know that most everyone that lived in my bilingual town in Ontario that were born and raised there spoke french and english fluently.

Well, okay, but they did not reside there. They came, tried to do some trading, and they left. That does not make a town bilingual. A town is bilingual however if people of both language groups call that place their home.

Not true. The Dutch only come there for trade, once in a few years. But Mianir is a truly bilingual town.
For however many years I had a character there, there were always Dutch around.
I don't have characters there anymore though, so it must have changed since then.
