If we send a powerpoint or windows media viewer file to Pictures@cantr.net would it be possible to get links to put them in notes or is it not allowed?

I'm going to say no, but since my opinion doesn't really matter in this case, it's no more than an educated guess.

I really really hope not, not just because I abhor all things Microsoft and wouldn't be able to view them.

Also, Powerpoint files can carry viruses.

I very much doubt this... I was about to cite the same reason that mortaine just did...

Anyway since when did you pick up a note and see the image start to change/a movie play? You have some pretty nifty notepaper if it can do that...

The answer is 'No'.

Later down the LINE, it may be possible. Say, when we're all in our 180s... (Real life years), and animated newspapers are implented...

But at the moment, only STILL pictures. JPG, GIF, JPEG, PNG, BMP, all acceptable. And when I say GIF, I mean, non-animated GIF.

So, what about those extremely annoying notes with moving / blinking / etc. text and images? Are those not allowed? (Please say yes. :) )

Although, I haven't seen any of those for a long time now.

That's exactly why HTML was removed from titles. If you have it IN the note, we'll just call it magic, but I really don't have an answer if that should be allowed or not. I just deal with the -pictures- :P
