Building large ships

Is it safe to assume that if I can build a ship somewhere, I can undock it?
And, if this isn't too much information, is it safe to assume that it would be able to dock there?

Maybe. But it would be safer to do something else first I would think.

If it doesnt border water... you should be able to figure out how well your ship will sail.

That I could guess, though I didn't know if it would let you do that now.
As my title might have suggested, I'm more wondering about the construction of ships that might not be able to land just anywhere.

I don't think I'm giving anything illegal away but...
If you build a large boat on the sea, it can undock. But it can't necessarily dock back.

Unless you have a smaller ship that can, or the proper docking facilities.
