Making steel

I'm new at Cantr II and my question to you all is how do I make steel?
Sadly, the policy here is to answer such questions with "you will have to find that out by asking around with your character"...
If you are brand new I can say that it takes quite a lot of effort to make steel, so you probably won't have the right resources and machines/tools for a while.
