Smelter Distinction

Is it intentional that a full Smelting Furnace must be inside a building, but a Primative Smelting Furnace can be build outdoors?
That's... an interesting point.
If it were me to change them, I'd say they both need to be made outdoors, because of the smoke and fumes. However, buildings can be large, so then, it could be indoors.
I would nominate for them to be made both indoors and outdoors... But you'd have to talk to Jessica, she's the Machine/Tool/Object subgroup head... She could give her opinion, and go through with it.
