You stop to avoid hitting a coast

I have a character who has been trying to sail along the coast of Fu but I keep getting the notification that the ship stops to avoid hitting the coast. Even sailing directly away from the shore I get this notification.

I see a ship sailing onto land without stopping at the shore.

If this happens at Haven, that's normal. Otherwise it's a bug.
