Herb Garden Yields/Inputs Incorrect?

It is more expensive to grow plants in an herb garden than by any other growing device. Surely they were meant to produce more or perhaps window boxes and portable planters are meant to produce less per water consumption?

All of the gathering projects for herbs underwent a revision in 2010. I don't agree with everything that was done, but it was not an accident. The yield of the herb gardens was at the time adjusted to be proportional with the windowboxes and flowerpot increases, with fertilizer valued at twice water inputs. The addition of manual assistance for the herb gardens was also included. We have planned to review all of the machine gathering projects for herbs after considering effects of the more recent fix to solar stills restrictions, but with no intent to increase yields.
