Not sure if this is an oversight, but slaughtering a dwarf cow does not produce beef. Only meat. The wiki lists it as a source of beef, however.

Only slaughtering domesticated animals gives special meats like beef. Characters cannot slaughter regular animals afaik.
Hunting animals in general gives plain meat.

Please pm the details of the char so I can look into it.
