I've tried on two characters in the last few days, and it says they are too far away.
One was a gift, so I assumed it was blank, but I know the second contains a note.

Both lockets in question are gold.

Thanks for reporting. I assume this is caused by the recent change in storage code.

In case it helps I can confirm two characters with access to silver lockets also can't view their notes.
