When selecting a user's character description and they are working on "PROJECT: Improving road, Upgrade to highway" or possibly any other road improvement project, skill on said project cannot be observed.

User observes: He is in his twenties and is working on project 'Improving road to unnamed location, Upgrade to highway.

That may be due to it not being a project that requires a particular skill type. There are a few other things that are like that as well.
