There's one specific note, in a room with several, that just produces this error message when I attempt to read it.

ERROR: You cannot read this note as it is not in your inventory and not on the same location as you are.=

I can assure you, Cantr, that if it was not in the same location as me, I'd not know it is there.

It's perfectly fine to copy into my inventory and read. Just can't read it when it's on the floor.

One of my characters has one like this in their inventory.

The bugged notes can be deleted if you let us know where they are. They'll need to be on the ground.
