Dragging

If you are Trying to drag something, the button to participate in a Dragging no longer appears. Like if someone is dragging something, there is no "P" button on the people Page for me to Assist.
The other player said the Vice Versa was true. That if I started the drag and they went to the People page, no participate button was there for them Either.
