I have 2 characters in the same town what should I do?

Ok , I just happened to bump into this situation . It was not intented in any way.
The first character travelled to that town to get some needed resource and the other just spawned there.
Both of those characters plan to stay there for a while for their own private reasons . The first cause he needs to collects the resources he went there on the first place the second cause he doenst want to be an ass*** newspawn and run away without specific reason.
So my main concern is to keep both of those characters there but without breaking the CR.

I really need the insight of more experienced players on how to handle the situation.

I mean can they talk to each other and if not wouldnt it seem strange to the rest of the community that they are both active but dont speak between them? :?:
How can one character find a plausible reason to not help the other character in any way if the situation for such help arises? :?:

Having two characters in the same town is allowed if done appropriately.

Yes, they can talk to each other, as if it were another character. I wouldn't recommend having them both super active at the same time though..

I wouldn't find that strange, especially if there's more than like two other characters. If one of your character's asks a question or asks for food or something, what you should do is wait at least a day (though I hesitate to put a specific time) and wait for other characters to respond first. Using one character to help another (like give food, if it's normal for that character to do so) should be done as a last resort.

As long as you honestly play each character for themselves, it shouldn't be too much a problem. Like you said, one can't benefit the other. An implausible excuse will do. Don't have them trade or pass stuff. They can talk to each other, but I find that risky as you might get them mixed up.

I have read the wiki page is very general no what is specifically allowed or not allowed.

For example lets say one character drops in the ground a note or a map. Can the other character read it , pick it up or make of copy?

Each character has to be played as a separate character. They can not help each other in any way, unless as a last resort as JM wrote above, e.g. one being almost starved and asking for food, and no one else replies within a day or more. Even actions that could seem like IC reasons may not be allowed, e.g. you move a trader character of yours to a town where you have another character with sought after resources, and they trade. A big no-no.

Passing items for no IC reason for both characters is not allowed.

I strongly recommend keeping one of the characters very sleepy during the time they spend in the same town. Speaking through the mouth of the wrong character happens all too easy (I've done it twice and since then I go out of my way to come up with reasons for separating my characters).

If notes are made public (dropped on the ground for all to see) I see nothing wrong with the other character reading it or making a copy. Passing notes between your characters (unless there are some extreme circumstances) is generally not allowed.

Another thing to remember is to not have them do the same exact things: they shouldn't work on the same project, don't drag the same person or pile of resources without giving other characters a chance to help first before using your second on that job, don't attack the same person (or each other) even if it's just sparring.
