On Teregotha, there's a longboat and a raker. The wiki confirms, a longboat can dock to a raker. Three times the crew has tried to undock both from the harbour and dock the longboat to the raker. Two separate characters, so it is not a one-player glitch.

The raker is visible from the longboat, but does not appear as an option for places close enough to dock to.

As far as I can tell, both boats are undocked in the same direction and are essentially hovering over each other on the map graphic. What is going on?

If the ships are hovering over each other, you'll usually have to move in the opposite direction for a tick or so, and then the docking option will pop up.

If the longboat undocks before the raker, you'll have to move it a tick. Shouldn't matter how close they are.
