why is it when i sail a ship by a city, and undock a lesser boat from it, i have to move the boat 1 tick before the docking button appears for the city, i tried different distances, all that would normally have the docking button otherwise.

It has been like that for a long time now. Don't know why though.

I would guess it is because at the moment they undock they share the same place exactly, and docking is based on the distance from your boat to the docking location and is not setup to accept zero.
Or it was made that way to prevent some issue/hack/exploit

I don't remember experiencing that it would be impossible to dock to town after undocking from a vessel next to it, or at least I seem to remember seeing a coaster harbor available right after. What you can't do is instantly dock back to where you left from, I'm not sure why.

I've had to do this often with a char lately. If you undock from shore, you can instantly dock to a larger ship already out there. Getting into a smaller ship to dock to shore requires a tick for the shore to show as a docking option. You must actually have the smaller boat moving at the tick.
Never understood it but for some reason I thought the question had been answered before with a "feature not a bug" response. I could be totally wrong about that, though. I'd love it if the shore option was available as soon as undocking from a larger ship.
