im pretty sure this isnt a bug but, it's not possible to build a vehicle lock while travelling? you either have to be "parked" or docked right? i tried building a lock on a boat while travelling and it said: ERROR: You can only build this when you are inside a vehicle.=
which i am inside but guessing i have to be docked?

It is a bug. Vechicle locks are not working for boats.

I just tested this. It does seem to work when docked.
