Says I have missing tools, but I don't

Says I have missing tools, but I don't

I can't complete this project, it says I don't have the right tool for the project, but the project requires one tool and I clearly have it in my inventory. Little help?

Have you tried dropping the tool and then picking it back up to have the game re-acknowledge the fact you have the tool?
